Since May 8, 2023,the status of COVID-19 infection has changed to "Class 5 infectious diseases," the same as ordinary influenza, etc. under the Infectious Diseases Control Law. However, the number of newly infected cases reported per fixed point is over 20, remains high in Toyohashi.

Under this circumstances, before the start of the 2nd semester, many students will be on the move, and there will be more opportunities to interact with people and friends who have not seen for a while, which may increase the risk of infection through eating, drinking, playing, etc. In addition,many events will be held in this season, which may also increase the risk of infection through more times for moving to the place many people will gather.

In order to prevent yourself, your family and friends from being infected, not only in university activities but also in your private life, you are required to thorough implemenatation of countermeasures to prevent the spread of COVID-19 infection.

The University is currently applying Activity Standard Level 1. Toyohashi City has started vaccinations against the Omicron strain (XBB.1.5) of COVID-19 infection on September 20 (Wednesday). The vaccination will be administered until March 31, 2024 to those who have completed the initial vaccination. This will be the last vaccination that can be received without co-payment. Since May 8, 2023,the status of COVID-19 infection has changed to "Class 5 infectious diseases," the same as ordinary influenza, etc. under the Infectious Diseases Control Law. However,COVID-19 is not over yet. The number of newly infected cases reported per fixed point has increased for 10 consecutive weeks in Aichi Prefecture. In Toyohashi City, the number of infected people has been on the increase since June. Therefore, the spread of infection during the summer season is a concern. In fact, the University experienced the highest number of cases of infection from August to mid-September of both last year and the year before.

From May 8, the status of COVID-19 infection will be changed from "new-type influenza and other infectious diseases" to "Class 5 infectious diseases," the same as ordinary influenza, etc. under the Infectious Diseases Control Law. As for basic infection control measures in daily life after May 8, as with the wearing of masks, we respect independent choice and leave it to the judgment of individuals and businesses. The government will not uniformly require these measures. "The government Headquarters for Countermeasures against the COVID-19", "prefectural Headquarters for Countermeasures against the COVID-19" and " Measures to be taken based on the basic response policy" will be abolished.

In consideration of these circumstances, we ask for your cooperation in responding to the COVID-19 infections on and after May 8 as follows, referring to the information provided by the government.

The "new lifestyle" proposed by the government's expert panel in May 2020 was revised because it included items that are not necessarily appropriate for current infection control measures.Therefore, some changes have been made to the description of the University's activity standard, including the deletion of the relevant wording.

Based on the decision , in which the government said "The government will not uniformly require the wearing a mask as a rule, but will respect the individual's independent choice and leave the wearing of masks to individual judgment", by the government Headquarters for Countermeasures against the COVID-19, MEXT ask appropriate response for the wearing of masks on or after April 1.

In addition to the already announced instructions on wearing masks at the University, we would like to ask for your understanding and cooperation in the following points to be noted before the start of the new academic year.

The response after the change in the status of COVID-19 under the Infectious Disease Control Law from May 8 will be announced later.

On or after April 1, the wearing of masks is left to the discretion of the individual.You are expected to respect the individual's independent choice and leave the wearing of masks to individual judgment and you should not forced to put on and take off the mask against their own will based on the notice from MEXT as following.

On February 10,2023, the government Headquarters for Countermeasures against the COVID-19 reviewed the concept of wearing masks.

Measures to be taken based on the basic response policy was revised, and it was decided that the current policy, which basically recommends the wearing of masks indoors, will be changed to the following:

"The government will not uniformly require the wearing a mask as a rule, but will respect the individual's independent choice and leave the wearing of masks to individual judgment". The new rule will be applied from March 13, 2023 (※1,2).

This revision of the concept of wearing masks will be applied to schools (including universities) from April 1,2023 .

However, for graduation ceremony to be held before this date, it has been indicated that "students and faculty members should basically attend without wearing a mask" (※3).

The University will respond to this situation in accordance with the basic policy, etc., and we ask for your cooperation in this matter.

However, during 2022 fiscal year, please continue to wear masks according to the situation, such as indoors or outdoors, distance from the other person, etc., as indicated in the leaflet by the Ministry of Health, Labor and Welfare.

After April, it is up to each people to decide whether or not to wear a mask. So, you should pay attention not to force others to wear masks against their own will.

During the year-end and New Year's holidays, there are more opportunities for people to meet crowded situation ,such as dining with people who do not normally see, and first shrine visit of the New Year, and there is concern about the risk of more case of the COVID-19 in this circumstance.

The number of cases of COVID-19 infection in the seventh wave, which has been the highest ever recorded nationwide, seems to have finally started to decline in September.

On September 8, the national Novel Coronavirus Response Headquarters decided on the "Policy Approach Toward With-Coronavirus,"which indicates that the government will not restrict activities but will focus on protecting the elderly and others at risk of serious illness, in order to achieve a balance between preventing infection and social and economic activities.   The University's activity standard for COVID-19 has been set at Level 2 since January 17. Infection control measures and restrictions on various activities on campus have been required.

  In this fiscal year, the Omicron strain, which has increased infectivity through mutation, has caused a record number of cases of new coronavirus infection nationwide. But in term of the characteristics of the Omicron strain and previous findings, the national response has changed this fiscal year, with the national Novel Coronavirus Response Headquarters not declaring a state of emergency or designating an area where priority measures such as prevention of spread should be implemented.

  Under these circumstances, on September 8, the national Novel Coronavirus Response Headquarters decided on the "Policy Approach Toward With-Coronavirus," which indicates that the government will not restrict activities but will focus on protecting the elderly and others at risk of serious illness, in order to achieve a balance between preventing infection and social and economic activities. In Aichi Prefecture, the number of infected patients is increasing rapidly, and medical institutions and public health centers are beginning to be overwhelmed.

The number of infected people in Toyohashi has also remained in the 400-700 range, the beginning of August. And the number of students, faculty staff of TUT has also increased rapidly since late July, and Health Care Center has been receiving reports of infection and other problems every day.

Under these difficult circumstances, the government's Task Force on COVID-19 Infectious held on July 29 has decided to implement "Declaration of Strengthened BA.5 Countermeasures", in which prefectures request or call for cooperation from residents and businesses when an increase in the burden of medical care is recognized, depending on the actual situation in the region.

Aichi Prefecture has issued a request for cooperation to ensure infection prevention measures based on the "Declaration of Strengthened BA.5 Countermeasures" from August 5 (Friday) to August 21 (Sunday). Many cases of infection happen especially on weekends.According to the results of checking the activity history of the infected people, it seems that many of them were infected through dining and drinking with friends, going for a drive, or other such activities.

Many people will be on the move, and opportunities to interact with people and friends they do not normally see will increase, which will increase the risk of infection through eating, drinking, playing, and other activities during this long holiday (from April 29 to May 8).

As we have repeatedly informed, please ensure that the following measures are taken.
