26 3.3 International Strategy The Toyohashi University of Technology Charter declares, as the basic principles of the University, that it aims to cultivate practical, creative, and leading engineers and researchers, to respect social diversity and strengthen collaboration with local communities, and to become a world-class engineering university open to the world. In particular, the goal of internationalization is defined as “promoting international exchange among students, faculty, and staff through the use of overseas education and research bases and collaboration with partner institutions and other universities, while realizing a global campus and forming an international hub for technological science as a university open to the world.” Amid the expansion of global challenges that threaten human life and property, including the rapid emergence of AI-related technologies, the acceleration of globalization in economic and social activities, global pandemics, environmental issues such as global warming caused by human activities, energy and food problems, and the rapid deterioration in global stability in recent years, there is a worldwide demand for highly specialized engineers who can create innovations that drive changes in social systems and human behavior. Developing engineers and researchers who can play leading roles on the global stage is a social responsibility of the University and is directly linked to its contribution to the international community. In this way, internationalization is one of the major pillars of the University’s principles and goals. Based on these fundamental principles and the initiatives undertaken to date, the University first formulated the “Toyohashi University of Technology International Strategy” in FY2014 in order to build an effective international network and further promote and strengthen global activities. Since then, the strategy has been reviewed every two years. However, in FY2022, when the fourth mid-term goals and plans period began, the University decided to formulate a six-year international strategy aligned with this period, and this strategy remains in effect today. The basic policy of the University’s International Strategy is to make full use of the outcomes of initiatives that the University has undertaken to date, including the Global COE Program, the Top Global University Project, and the Inter-University Exchange Project. Under this policy, the priority international strategies for the fourth mid-term goals and plans period are as follows. 1. Sustainable revitalization of education, research, and personnel exchange through the development of strategic international networks The University will identify partner universities for education and research activities, such as international collaborative education and international industry–academia collaboration, and will concentrate resources to support these activities to build an international network hub for TUT that is consistently active and productive. 2. Clarification of global education programs and standardization of educational curricula Considering digital transformation (DX) in education, the University will organize and reexamine the multiple global education programs currently being implemented and will develop a unified curriculum that ensures the quality of global talent development as defined by the University. 3. Establishment of overseas bases connecting TUT with ASEAN and Europe The University will revitalize education and research activities at the Penang base, including international joint research and international industry–academia collaboration in ASEAN, and will establish a new base in Europe. Through these efforts, the University will build a foundation for implementing substantive education and research exchanges with its key partner countries on a global scale. 4. Enhancement of overseas study programs for students, including credit-bearing short-term study abroad programs In coordination with the university-wide review of global education and based on a survey of current student needs regarding study abroad programs, the University will establish creditbearing short-term study abroad programs that meet student needs, mainly with priority partner universities.
