In addition, multiple educational courses were established within each undergraduate program and doctoral first-stage major. Separately from its formal organizational structure, the University has adopted a gakkei system (academic field system), and this has been reviewed in conjunction with the reorganization of the Faculty of Engineering and Graduate School of Engineering so as to maintain close coordination with the educational organization. In FY2007, following revision of the Standards for the Establishment of Universities, faculty titles were changed to Professor, Associate Professor, Lecturer, and Assistant Professor, and the chair system was also reviewed so that groups (fields) corresponding to principal research areas would be established within each division. In FY2010, along with the reorganization of the educational organization, the nine divisions and the group of centers were reorganized into five divisions, the Institute of Liberal Arts and Sciences, and a group of centers. 2.4.4 Research Structure in the 40th Year After the Founding Although the research organization is separate from the educational organization, each division was assigned responsibility of overseeing the education of one program or major, while the Institute of Liberal Arts and Sciences was made responsible for overseeing liberal arts education in the Faculty of Engineering and Graduate School of Engineering. During the decade after FY2006, the annual operating subsidy distributed by MEXT continued to be reduced by 1 percent each year, and the research environment at universities grew increasingly severe. In order to maintain and further strengthen the University’s educational and research environment, it became extremely important to secure funding beyond the operational subsidy. Against this background, the University progressively strengthened its research strategy organizations, including the Office of Research Strategy, the Headquarters for Industry–Academia Collaboration, and, from FY2013, the Research Promotion and Research Administration Center, which was established as an expanded and reorganized successor to the Headquarters for Industry–Academia Collaboration. Under the Global COE Program (GCOE), one of the University’s proposals in the fields of information, electrical engineering, and electronics was selected in FY2007. This program provided 200 million yen per year for five years. Thirteen projects were selected nationwide in the relevant field, and this University was the only one selected in the Chubu region. The GCOE program ended in FY2011, and its successful evaluation subsequently led to two years of support for the University under a grant program for the formation of outstanding graduate school centers for doctoral students. These COE programs were important not only in terms of funding, but also because they raised the University’s visibility thereafter. Based on these achievements, the University’s first research institute, the Electronics-Inspired Interdisciplinary Research Institute, was established in October 2010. At the same time, the tenure-track system and the Tailor-Made Baton-Zone Program were launched, becoming key components of the institute and enabling the continuation of the two major aims of the GCOE—research and human resource
